Trichy corporation comes up with construction waste disposal plan


Trichy corporation, on Friday, passed a resolution to control the indiscriminate dumping of construction wastes on roads, riverbanks, canals and ponds. The corporation has planned to utilise the construction waste for various purposes, including brick-making, with the technical support of Indian Institute of Technology-Madras (IIT-M).

As part of construction waste management, the city corporation has laid a set of guidelines for the individuals and the commercial establishments for clearing the construction wastes and dumping them in places to be identified by the corporation.

Corporation commissioner V P Thandapani said, "There are about two lakh houses within the city limit and nearly 10% of the total buildings are demolished every year for reconstruction and alteration. Unfortunately, most of them don't dispose the construction waste properly. They are either dumped on roadsides or in water sources, thereby making them a look like a dump-yard. Hence, the corporation has decided to put an end to it and has laid a set of guidelines."

Though the council has passed the resolution, it will come into effect only after making it bylaw in the corporation.

As per the new guidelines, the demolition and disposal of any building in the city should get prior permission from the corporation by paying Rs 15 per square meter. The waste should be dumped in the places allotted by the corporation within three days of demolition. Likewise, the vehicles involved in disposal of waste should also get their vehicles registered. They must get the licence from the corporation by paying Rs 2,000 for trucks, Rs 1000 for mini-lorries and vans. Moreover, vehicles found without licence from the corporation will be penalised with a fine of Rs 2,000 (first time), Rs 5,000 (second time) and Rs 10,000 (third time and then). They will be subjected to criminal action if the penalty is not paid.

Though the corporation had earlier identified a place on Trichy-Madurai four-way lane at Panjappur for shifting the garbage dump yard, it is yet to be materialised. It is at this juncture that the corporation has decided to allot a portion of it to dump the construction waste. The corporation will also be allotting a few places in within the city limit to enable its people to dump waste which will be later shifted to Panjappur by the corporation.

The corporation said that the waste will be utilised effectively for various purposes according to their requirement and the rest will be allowed for auction. "One of our assistant executive engineers had attended a special training at IIT-Madras on the construction waste management. Moreover, we will seek their help in making use of the construction waste effectively," R Chandran, city engineer of Trichy corporation
