Tamil Nadu IT SEZ work in full swing despite slowdown

Despite concerns of slowdown in the IT and real estate sectors, work on government projects in Tamil Nadu, especially IT SEZs, are going in full swing. The state expects completion of construction work in the SEZs of five tier II cities by April 2010.

The nodal agency for IT in the state, Elcot (Electronics Corporation of Tamil Nadu), is creating spaces in the IT special economic zones (SEZ) alongside the IT companies. The buildings in Madurai, Tiruchirapalli, Tirunelveli, Salem and Hosur, to be developed and owned by Elcot would be rented or leased to software companies, said PWC Davidar, Tamil Nadu
IT secretary.
“Common infrastructure work such as internal roads, storm water drains and chain fencing will be completed by the end of this year,” he added. The government has started floating tenders for the civil as well as common infrastructure work for the Elcot buildings in the five cities.
Elcot will develop 65,000 sq ft each in Tiruchy (Navalpattu), Hosur (Viswanathapuram), Tirunelveli (Gangaikondan) and Salem (Jagirammapalayam).
Civil construction in all the four SEZs may be completed in 10 months. The estimated cost of construction is Rs 9.8 crore, Rs 13.73 crore, Rs 13.37 crore and Rs 14 crore respectively. Elcot will develop 1.4-lakh IT space in Madurai (Ilandhaikulam) in 12 months. The estimated cost of construction is Rs 28.26 crore.
The government has allocated 500 acre in Tirunelveli, 40 acre in Tiruchy, 165 acre in Salem and about 250 acre in Madurai for IT SEZs. Tamil Nadu has 15 notified SEZs, out of which 12 have commenced operations. In all, 21 SEZs have been approved. Last year, SEZs employed about 13,000 professionals occupying 994 acre.
Nine top IT and ITeS players including Cognizant, HCL and Sutherland have received official communication from the TN government for land allocation in Madurai, Tirunelveli, Tiruchirapalli, Salem and Hosur. HCL has been allotted 65 acre at two IT parks in Madurai. Sutherland has received 25 acre at Madurai, Thiruchirapalli and Tirunelveli. Satyam has been allotted 50 acre in Madurai and Honeywell and Tessolve Services have been given 5 acre and 2.5 acre respectively in Madurai.
“Despite the reduced pace of development, no (IT) company has backed out of the investments committed in the state. They have asked for three years’ time to complete the projects,” Davidar said. However, the fate of Satyam’s investments in the state are uncertain,
he added.
