Slum clearance in Trichy

TIRUCHI: Construction of houses under the Integrated Housing and Slum Development Programme (IHSDP), funded by the Central and State governments, has begun in the City.

About 1,200 houses would be developed in 36 slums identified by the Corporation in the City under the scheme. The Corporation has been allotted Rs.19.96 crore for the project.

Holistic development


The programme seeks to bring in holistic development with a healthy and enabling urban environment by providing adequate shelter and basic infrastructure to the slum dwellers in the identified urban areas.

The components for assistance includes upgradation of existing houses or construction of new ones and provision of basic amenities such as water supply and sewerage.

In Tiruchi Corporation limits, 1,147 houses would be built anew and 61 others would be upgraded.

The Corporation would disburse about Rs.15.15 crore for the construction and the remaining sum would be used for the improvement of basic amenities, Commissioner T. T. Balsamy said.

Beneficiaries under the scheme would get a subsidy of about Rs.72,000 for new houses, which would have a carpet area of 25 square metres, and the beneficiaries would have to contribute about Rs.30,000.

Credit-linkage


Mr. Balsamy said beneficiaries would be tied-up with various NGOs in the City for establishing credit linkage with banks for raising the remaining sum.

The new houses would be built in the lands of the beneficiaries, who would also be involved in the construction of the houses. For upgrading of houses, beneficiaries would have to contribute Rs.4,000 out of the estimate of Rs.40,000 a unit.

In Srirangam zone, ANNAI, a local NGO, has been assigned the task of coordinating the project and building about 234 houses in places such as Thiruvalarsolai, Venice Street, Mela Chinthamani, Draupathi Amman Temple Street and Odatheru.

After consultations with the beneficiaries already identified by the Corporation, the organisation has adopted one of the three designs given by the Corporation.

Though the Corporation estimates had put the cost of a new house at Rs.1.30 lakh, the organisation has opted to build the houses at a cost of Rs.2.10 lakh a unit.

“There has been a good response from the people, many of whom want to ensure quality construction and are prepared to bear the extra cost,” explains Raja Sulochana, coordinator of the organisation.

The organisation is currently working on establishing credit linkages with the banks.
