Trichy corporation to rate hospitals, schools ahead of Swachh Survekshan

Ahead of Swachh Survekshan 2018 — a pan-India cleanliness survey conducted by the ministry of housing and urban affairs (MoHUA) — Trichy corporation is embarking on a survey across the city to identify the cleanest educational institute, hotel & healthcare industry, public market as well as residents welfare association. This is intended to foster healthy competition among these entities in the backdrop of the increased weightage given to citizen feedback in SS 2018.

Initially, the participants would be asked to submit documents showing the initiatives and efforts taken by them to ensure cleanliness inside the campus. Subsequently, the civic body officials would carry out field inspections to verify the ground reality. This will be followed by selection and awarding of clean institutes by the Urban Local Body (ULB) based on marks scored in both documentation and inspection.
With the Union government bringing about changes in the weightage — such as doubling the total score from 2,000 marks to 4,000 — unlike the previous year's scoring parameters, more weightage is given to citizen feedback and direct observation. These incidentally were the two parameters on which the city scored comparatively lower. Aimed at improving the score during direct observation, the ULB has called interested schools, hotels, hospitals, market associations and RWAs to participate in the city-level Swachh ranking.
A list of scoring parameters was released by the civic body in which more emphasis has been given to clean campus and waste disposal methodology pursued by the applicants. "Such competitive spirit would help the organisation to improve the hygiene inside its campus, be it public or private, as well as of the overall city. We will conduct a meeting after December 22 to present the methodology involved in grading the cleanliness to those who have applied for the cleanliness ranking," Corporation commissioner N Ravichandran told TOI.
The ULB has made the application forms available for the participants online in Trichy Corporation's official website. The form for each category can be downloaded and the questionnaire filled by the concerned management of the participating institute. "The questionnaires comprise yes-or-no type questions varying from nine to 19 each carrying 5 marks. The questions will be mostly on maintenance of toilets, solid waste management practice, cleanliness of the campus and proper parking facility. Our officials will cross check the questionnaires during field inspection for providing marks," the commissioner added. Institutes interested in participating in the cleanliness ranking were requested to fill the applications and submit them to the civic body before December 22, after which field inspections would be carried out by officials across four zones of the civic body. Swachh award will subsequently be given to the top scoring institute or association in each of the five categories by the civic body before December 30.
