Hawkers in makeshift stalls often lead to traffic congestion in already busy roads

The State government amended The Tamil Nadu Street Vendors (Protection of Livelihood and Regulation of Street Vending) Scheme 2015, aimed at regulating t street vendors to decongestant busy zones under corporations and municipalities.

Through the scheme, every civic body would have to constitute a Vending Committee with the Municipal Commissioner as chairperson. The committee would comprise 15 members, including the chairperson. The committees were to be tasked with conducting a survey of street vendors across civic body limits and record places where hawkers proliferated. Various categories of street vendors, such as stationary vendors, mobile vendors and other categories would be enumerated and biometric identification cards issued. Even as the Corporation planned to hold elections for the committee on May 22 and the nomination process had been completed, a group of vendors approached the Madurai Bench on May 20 and obtained a stay order on conducting he polls. "If the Corporation had handled the issue properly, the Madurai Bench of Madras High Court could not have stayed the election. At least now considering the revenue potential through street vendors and their welfare, the Vending Committee election should be completed at the earliest," said, A Ansardeen, general secretary, Tiruchy District Street Vendors Welfare Association. Currently, the Corporation generates no revenues from street vendors. Apart from regulating them, the committee, which is empowered to earmarks appropriate sites to set up temporary stalls, can help the civic body to increase revenues by charging an annual vending fee from each of the identified vendors.
