Lok Sabha clears IIIT Public Private Partnership Bill 2017, can now give degrees

The Lok Sabha on Wednesday passed the Indian Institute of Information Technology Public Private Partnership (IIIT-PPP) Bill 2017 that seeks to allow 15 IIITs established on a PPP model to grant degrees and get statutory status.

The previous United Progressive Alliance (UPA) government initiated the opening of 20 IIITs with private partnership of which 15 are already operational. These engineering and tech schools were established at a cost of Rs128 crore each, with the centre contributing 50% of the amount, states 35% and private partners like industries and foundations the remaining 5%. However, these institutes have so far not been eligible to grant degrees.

The bill also seeks to grant “institute of national importance” tag to such institutes on the lines of the Indian Institutes of Technology and National Institutes of Technology.

Human resource development minister Prakash Javadekar said the government will expand such institutes as they are performing well.

The bill was passed through a voice vote in the lower house.

“The grant of a formal degree in information technology, engineering or Ph.D will enhance the prospects of the graduating students in the job market and will also enable (these) institutes to attract enough students required to develop a strong research base in the country in the field of information technology,” a cabinet statement had said on 15 March.

The 15 IIITs are now operating from: Chittoor (Andhra Pradesh), Guwahati (Assam), Vadodara (Gujarat), Sonipat (Haryana), Una (Himachal Pradesh), Ranchi (Jharkhand), Dharwad (Karnataka), Kottayam (Kerala), Nagpur and Pune (both Maharashtra), Senapati (Manipur), Kota (Rajasthan), Tiruchirappalli (Tamil Nadu), Lucknow (Uttar Pradesh) and Kalyani (West Bengal).
